#2 Respect the classical architecture of Ankh-Morpork. One might not agree with the taste of B.S. Johnson, but a fifty-feet deep hoho is always a useful addition to the palace grounds when a decent ditch isn't available.
#3 Build jails with obvious escape routes that don't actually lead anywhere. That way, prisoners are kept mentally healthy, and are also distracted from finding real, working escape routes. Besides, it keeps the prison guards entertained. Bored prison guards lose concentration and prisoners.
#4 Freedom will always be offered at a height suitable for observing the human body in freefall. That way, it only needs to be offered once. After all, freedom is an expensive commodity.
#5 "Never build a dungeon you wouldn't want to spend the night in yourself" and "never build a dungeon you can't get out of". The solution is to build a dungeon where the lock is on the inside and you hold its only key. An added bonus of this foresight is that you are never locked up - it's simply that the world is locked out.

YES!!!!!!!!!!!!!!!!!!!!!!! I LOVE PRATCHETT!!!! I love how the Moist series is a return to the fluffy, cheeky satire of his earlier works, but having the bonus of better writing and plot. The Watch series is getting darker and darker *sniff* I haven't read any of the new Tiffany Aching novels which sound like broken fairytales >__>;
I'm waiting for the day when Vetinari fakes his own death and makes Moist the Patrician *snickers*
